That is a legal requirement, not a preference: anyone working on a gas appliance, the gas pipework feeding it or its flue must be on the Gas Safe Register. Plenty of plumbers are registered, which is why the two titles get mixed up. A plumber who is not registered can still deal with the water side of your heating, such as radiators, pipework and valves, but must not open up the boiler.
What the law says
The Gas Safety (Installation and Use) Regulations 1998 require anyone carrying out gas work in a home to be on the Gas Safe Register. "Gas work" covers installing, servicing, repairing, adjusting, moving or disconnecting a gas appliance, its gas supply and its flue. A gas boiler is a gas appliance, so repairing or servicing it is gas work.
Registration is also specific to the type of work. An engineer might be qualified for gas cookers but not boilers, or for boilers but not gas fires. The back of the Gas Safe ID card lists the categories they are currently qualified for.

The simplest way to think about it: if the job is on the boiler itself, its gas supply or its flue, you need a Gas Safe registered engineer. If it is on the water pipework and radiators around the boiler, a competent plumber can usually do it.

Most modern boilers are room-sealed, meaning the case forms part of the seal between the combustion chamber and your room. Removing the case and putting it back incorrectly can let fumes escape, which is one reason work inside the case is left to registered engineers even when the part being changed carries water rather than gas.

A lot of "boiler problems" turn out to be problems with the heating system around the boiler. These are jobs a plumber can usually handle:

Jobs that need a Gas Safe engineer
- Any fault code or lockout that does not clear after a single reset.
- A boiler that will not light, cuts out, or makes banging or whistling noises from inside.
- Water leaking from inside the boiler case.
- Annual servicing, which involves opening the case and testing combustion.
- Replacing internal parts such as the fan, pump, diverter valve, gas valve, PCB or heat exchanger.
- Anything to do with the flue, including damage outside.
- Moving, replacing or installing a boiler, and connecting it to the gas supply.

How to check before you book
- Ask for the Gas Safe registration number and look it up on the Gas Safe Register website, or call the register.
- Check the ID card on the day. The photo should match the person at your door and the card should be in date.
- Turn the card over. The back lists the categories of gas work the engineer is qualified for. For a boiler, look for the boiler or central heating category for domestic natural gas.
- Ask what they plan to do. A good engineer will tell you whether the job is on the gas side or the water side, and the likely cost before starting.

What about electric and oil boilers?
Gas Safe registration only applies to gas appliances. Electric boilers have no gas supply, so they are worked on by heating engineers or plumbers with the right electrical competence. Oil boilers are outside the Gas Safe scheme too; look for an engineer registered with OFTEC, the oil heating trade body. LPG boilers are gas appliances and do need a Gas Safe engineer qualified for LPG.
