Power Flushing in London: What It Costs and When It Is Not the Answer
A power flush is a good answer to one specific problem and an expensive answer to six others. Here is how to tell them apart before you spend £650.

Power Flush vs Chemical Flush vs Magnetic Filter — What Each One Actually Removes
A power flush removes magnetite that is already in the system, using a pump to push water through each radiator at high velocity in both directions. A chemical flush loosens deposits but relies on the existing pump to move them. A magnetic filter removes nothing that is already there — it catches what the system makes from now on. Three different jobs.
Magnetite is black iron oxide, formed when oxygen gets into the system water and attacks the steel radiator panels from the inside. It is magnetic, which is why a magnetic filter works, and heavy, which is why it settles along the bottom of a radiator. That single fact is the basis of every reliable sludge diagnosis.
Limescale is a different deposit with a different cause. London mains water is hard — the site's own water softener guide puts it above 300mg/l calcium carbonate — and scale forms where water is heated, principally in a combi's plate heat exchanger and in hot water cylinders. A power flush does not descale, and a descale does not remove magnetite. If someone offers a flush to fix weak hot water on a combi, they have picked the wrong tool.
The right sequence, when sludge is genuinely the problem, is flush, then dose the inhibitor, then fit the filter. A filter on a sludged system loads up in weeks and the radiators stay cold; a flush without a filter leaves the system making magnetite again with nothing to catch it.
The Standard
BS 7593:2019 — What the Standard Requires, and What It Does Not
BS 7593:2019 is the code of practice for preparing, commissioning and maintaining domestic central heating systems. It requires that a system is clean and that the water is chemically protected. It does not name power flushing as the required method, and any quote that says "BS 7593 requires a power flush" is overstating it.
What the standard does require is worth knowing, because most of it is cheap and most London households are not having it done. The system must be cleaned before a new boiler is commissioned. It must be dosed with corrosion inhibitor at the concentration the inhibitor manufacturer specifies. The inhibitor level must be tested annually — at the boiler service — and topped up if it has fallen below that concentration. And the standard recommends a permanent in-line filter, serviced each year.
The annual inhibitor test matters most and is skipped most. Inhibitor is consumed over time and leaves with every drained radiator and every repair. A system flushed and dosed four years ago that has had two radiators changed since is likely running with almost no protection — which is how a £650 flush ends up needing repeating.
Practical version: at your next boiler service, ask for the inhibitor concentration to be tested and for the result to be written on the service record. If your engineer does not carry a test kit, that tells you something about whether the last four annual services checked it either.
Differential Diagnosis
When a Flush Will Not Fix It: Six Faults That Look Like Sludge
Six heating faults produce complaints that sound identical to sludge over the phone — "the radiators aren't getting hot properly" — and none is improved by a flush. Find your symptom before booking one.
Circulating pump failed or set too low
Tell: Every radiator lukewarm rather than a few being patchy. Pump body hot but not vibrating, or a low hum with no flow. Boiler short-cycles because it heats water that is not moving.
Fix: Pump replacement, or simply moving the speed selector up a setting
Mid-position or two-port motorised valve stuck
Tell: Heating works but hot water does not, or the reverse. A buzz or click from the airing cupboard. The manual lever will not move freely, or the head is warm and the pipe beyond it is not.
Fix: Replace the actuator head, or the whole valve where the body has seized
Trapped air (airlock)
Tell: Radiator cold at the TOP and hot at the bottom -- the exact inverse of sludge. Gurgling on start-up. Often follows a system drain-down, a repair, or a period with the heating switched off.
Fix: Bleed the radiators from the ground floor upwards, then re-pressurise
System out of balance
Tell: Radiators near the boiler are scalding, the far end of the system barely warms. Consistent by location, not random. Often appears after a new radiator is added or a pump is changed.
Fix: Lockshield balancing across the system
Seized TRV pin
Tell: One radiator is stone cold from top to bottom regardless of what the valve head is set to. The rest of the system is fine.
Fix: Free or replace the pin, or replace the TRV
Scaled plate heat exchanger (combi)
Tell: Heating is fine, hot water is weak or fluctuates hot-cold at the tap. This is limescale from London's hard water, not magnetite -- a different deposit in a different place.
Fix: Descale or replace the plate heat exchanger
Genuine magnetite sludge
Tell: Cold at the BOTTOM of the panel with a hot top. Dark, gritty water from the bleed valve. Several radiators affected, worst at the far end. Boiler noise (kettling) as debris settles in the heat exchanger.

Do This First
The Ten-Minute Check That Decides Whether You Need a Flush at All
Cost: nothing. Time: ten minutes with the heating running. Tools: your hand, and a bleed key.
- Step 1: Turn the heating on and give it twenty minutes to reach temperature, with every TRV opened fully.
- Step 2: Walk the house and put a hand at the top and the bottom of every radiator. Write down which pattern each one shows: hot top / cold bottom, cold top / hot bottom, evenly warm, or stone cold.
- Step 3: Count the patterns. Mostly hot-top / cold-bottom, worst at the far end of the system, points at sludge. Mostly cold-top / hot-bottom is trapped air and a bleed key fixes it. Uniformly lukewarm everywhere is circulation, not sludge.
- Step 4: Bleed one radiator into a white container. Clear water means the system water is not carrying much iron. Dark grey or black gritty water is magnetite, and it is the single most direct evidence you will get without a sample test.
- Step 5: Check the airing cupboard. Put a hand on the pump — a working pump vibrates faintly. Move the motorised valve's manual lever; it should move and spring back freely.
- Step 6: If the pattern is patchy and the bleed water is black, book a flush. If it is uniform, or the water is clear, book a diagnostic visit instead and let the engineer find the actual fault.
The reason this works is physical rather than clever. Magnetite is dense and settles; air is light and rises. A radiator is cold at the bottom because something heavy is sitting there, and cold at the top because something light is trapped there.

What a Proper Flush Includes, and What a Cheap One Leaves Out
Every radiator individually, in both directions
Each radiator is isolated and flushed on its own, forward and reverse, with the rest of the system closed off. A flush that leaves all valves open and circulates chemical through the path of least resistance is a chemical flush with a pump attached. Ask how many hours the job is booked for — 8-10 radiators done properly is a 5-7 hour visit.
Named cleaning chemicals, at the right dwell time
A recognised cleaner such as Fernox F3 or Sentinel X400 has a specified circulation time before flushing begins. Rushing that step is the most common corner cut, because it is invisible in the finished job and saves an hour on site.
Inhibitor dosed to concentration afterwards
Not a splash. The inhibitor manufacturer states a dose per system volume, and BS 7593:2019 expects that concentration to be achieved and then verified annually. Ask for the product used and the quantity added to be written on the paperwork.
A pressure test and a magnetic filter
The system is pressure-tested after refilling, and a filter is fitted if there is not one already — £150-£240 for a MagnaClean Professional2 or Fernox TF1. Without the filter the flush has a shelf life.
An honest assessment before starting
On pre-1980 pipework and corroded panels, a flush can dislodge debris that was plugging a corrosion pinhole, and a radiator that was dry before can weep afterwards. A competent engineer says this before starting, not after.
A workmanship guarantee in writing
The guarantee should say what happens if the same radiators are cold in three months. Verbal reassurance is worth what it costs.

Power flushing is priced by radiator count because the work is per-radiator. Each panel is isolated, flushed forward, flushed in reverse and returned to service, so a 12-radiator house is proportionally more work than an 8-radiator one. Only the chemical dwell time and the final refill are fixed.

One point on the call-out fee, because it changes the arithmetic on the cheaper faults. Our £60 call-out is waived in full — not discounted — on jobs that run over two hours. A power flush always clears that threshold, so it is never charged on one. A diagnostic visit that finds a stuck motorised valve and replaces it usually clears it too. The visits where the fee actually applies are the short ones, which are also the ones where you were about to be sold something you did not need.
The Honest Yes
When a Power Flush Is Genuinely Worth the Money
Several radiators cold along the bottom, black water from the bleed valve, and the system has never had a documented inhibitor dose. This is the textbook case and the money is well spent.
Before a new boiler goes in. BS 7593:2019 expects the system to be cleaned before commissioning, and most manufacturers make it a condition of the warranty. Cleaning an old system into a new heat exchanger is the fastest way to void a guarantee.
After major pipework changes or an extension, where the system has been drained repeatedly and refilled with fresh oxygenated water each time.
Where a magnetic filter is already fitted and is filling with black sludge between annual services faster than it should. That filter is telling you the system is still producing debris at a rate worth addressing.
Not worth it: a system that is uniformly lukewarm, a single cold radiator, weak hot water on a combi, or a system that was flushed within the last three years and has a filter fitted. In every one of those cases something cheaper is wrong.
